December 14, 2016
The regular monthly meeting of the South Annville Township Board of Supervisors was held in the Community Building at 7:00 PM. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Donald Umberger, Jeanette Henning, Martin Peak, Chief Ben Sutcliffe, Ed Kreider, Ed Fogelsanger, Stephanie Butler and others.
The Meeting opened with a pledge to the Flag and a moment of silence.
John Harrell moved and Chester Horst seconded a motion to approve the Secretary’s report. Motion passed 3-0.
Chester Horst moved and Dale Hoover seconded a motion to accept the Treasurer’s report. Motion passed 3-0.
Mike Garman of Garman Builders agreed to plow all of Lancaster Street in both Phase 1 and Phase 2 and had signs erected prohibiting construction equipment in Phase 1. With these adjustments the Supervisors agreed to accept dedication of streets in Phase 1 of Bachman Run. Dale Hoover moved and Chester Horst seconded. Motion passed 3-0.
The Supervisors had a hearing on an ordinance to adopt the PA Township Health Insurance Cooperative Trust. This will allow South Annville Township to join the Insurance Cooperative Trust. This trust will serve as the South Annville Police Officers health insurance provider. Chester Horst moved and Dale Hoover seconded a motion to adopt the ordinance. Motion passed 3-0.
The annual budget was addressed by the Supervisors. The General Fund is supported primarily by a 1 mil real estate tax, 1/2 or 1% Earned Income Tax, 1/2 of 1% Realty Transfer Tax as well as fines, permits and other charges. The largest expenses are roads, police, insurance and administration. General Fund income is projected at $833,942.00 with expenses projected at $796, 187.00. Liquid Fuels Fund income is projected at $147,196.32 with $146,151.00 being expended on roads and an ending balance of $1,045.32. The Offsite Development Fund projects income of $62,456.00 no expenses and an ending balance of $153,866.15. John Harrell moved and Chester Horst seconded a motion to approve the 2017 budget. Motion passed 3-0.
Supervisors discussed possible candidates for the Zoning Hearing Board and have chosen Garry Rhine as a candidate to fill the vacant spot with Omar Zook as a candidate for an alternate. Appointments will be made at the Organizational Meeting in January 2017.
Martin Peak of Rettew Associates reported that the MS-4 waiver that was submitted to DEP is in the preliminary evaluation stage. He also said that the Palm City Trailer Park Sewer letter of Agreement is completed and John Vanderhoff will be given an opportunity to review the letter. The Secretary questioned whether two other plots of nearby land should be included in the Palm City Sewer Plan.
Martin Peak also reported that the Williams Pipeline draft agreement is ready to be sent to Williams for their review.
Donald Umberger reported to the Supervisors that a letter was sent by Kim Spang of the County Zoning Office to the owners of 176 Vally View Lane, demanding that they disconnect the water, sewer, electric lines and handicap ramp going to the motor home by January 8, 2017. Donald informed the Supervisors of a sewer bill delinquency and asked that he be given the permission to pursue legal action in order to get this delinquency resolved. The Township Authority received a letter from the DEP demanding an explanation as to why there were two overflows at the pumping station located at Reigerts Lane and one overflow at the pumping station located at Quittie Park. Donald has forwarded this letter to Jeff Steckbeck the Sewer Authority Engineer and Mr. Steckbeck will have the operator respond to the DEP’s inquiry. The Secretary/Treasurer asked Supervisors to consider appointing Bryan Hoffman to the Tax Collection Committee. Donald Umberger also let the Supervisors know that the he received information on the Governor signing a tax credit for volunteer Firefighters and EMS providers in which the State Fire Commissioner will set the guidelines. Donald asked that the Supervisors consider purchasing a color printer and a sign for the Township Office. The Supervisors approved the purchase of printer and will submit to Jeanette suggestions for sign content.
Donald Umberger told Supervisors that a representative from the DEP suggested that he contact Tyler Martin of Wilson Consulting to consult with him on getting a permit to make repairs to the Killinger Road Bridge. Tyler estimated that his services could be as much as $5,450.00. Martin Peak of Rettew was asked to leave the meeting so that there would be no conflict of interest if South Annville Township needs Rettew’s services later on for the bridge repair project. Don also is going to contact North Londonderry Township about possibly sharing bridge repair costs. Dale Hoover moved to use Wilson Consulting to prepare permit application and John Harrell seconded. Motion passed 3-0.
Jeanette Henning gave an update on delinquent sewer pumpers in which originally 36 Township home owners had not complied by the due date of November 7th. The Township Solicitor, Josel Cleary sent out letters to delinquent pumpers notifying them that they have 30 days to comply with the Sewer Management Ordinance. Out of those who were notified there are 23 home owners that still have not complied with the notice. She also reported that VALIC (the Variable Annuity Life Insurance Company) will discontinue new sales to participants of IncomeLock Plus effective on or about January 1, 2017.
Stephanie Butler from the South Annville Planning Commission gave an update on the John Horning subdivision plans to build a heifer barn. The South Annville Planning Commission has approved these with the stipulation that the County Planning Department approves. Chester Horst motioned and John Harrell seconded the motion to accept the plans. Motion passed 3-0.

The regular monthly meeting of the South Annville Township Board of Supervisors was held in the Community Building at 7:00 PM. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Donald Umberger, Jeanette Henning, Jim Caldwell, Chief Ben Sutcliffe, Sgt. Dan Gibson, Ed Kreider, Ed Fogelsanger, Stephanie Butler and others.

Chester Horst moved and John Harrell seconded a motion to approve the Secretary’s report. Motion passed 3-0.

Donald Umberger Secretary/Treasurer submitted the proposed 2017 budget. Proposed budget will be available for review for public comment or questions. Supervisors will approve the 2017 budget at the December township meeting.
Donald also gave an update on several zoning violations involving 176 Valley View Lane. The lot owners have been notified of the zoning violations.
He also presented a plan to change certain areas of the township that now have a Lebanon mailing address to be changed to an Annville mailing address. Supervisors agreed to pursue this plan.
Donald presented the Supervisors with several names of possible candidates for consideration in appointing a new member to the zoning hearing board. Dale Hoover suggested that the Supervisors present any of their possible candidate for consideration. From the list of possible candidates each Supervisor will pick their top three and at the December’s township meeting the Supervisors will appoint the new member along with an alternate to the zoning hearing board.
Donald ended with an update on the township’s driveway permits in which over one hundred were issued so far this year.
Jim Caldwell presented Mike Garman’s of Garman Builders concern about assuming the dedication of the streets in Phase I of Bachman Run. Supervisors choose not to accept dedication until a later date. He also presented a draft of the agreement for the Williams pipeline. After the Supervisors submit and add any comments, the agreement will be forwarded to Williams for their comments and/or approval.
Stephanie Butler from the South Annville Planning Commission gave an update on the development plans for Rutter’s Store which will be located along Route #422 & Killinger Road. Based on the recommendation of adopting the plans by County Planning with the stipulation that Rutter’s meets the storm water requirements and a storm water agreement is signed. John Harrell motioned and Dale Hoover seconded the motion to accept the plans. Motion passed 3-0.
There were no Public Comments.
In his absence, Chester Horst submitted Chief Sutcliffe’s Police report. Sgt. Dan Gibson told Supervisors that he received notice that his health insurance premiums were going to all but double for the next year. Chester Horst will explore other health insurance options.

The regular monthly meeting of the South Annville Township Board of Supervisors was held in the Community Building at 7:00 PM. Chairman Dale Hoover presided. Dale Hoover read a letter composed by Donald Umberger thanking Galen Kaylor for his 40+ years of service to the Township by serving on the audit board.
Donald Umberger Secretary/Treasurer reported that the zoning hearing variance for Royer Road was approved and a zoning hearing for Crimp Connection will take place on Thursday, October 13th at 7:00 PM. He also said that the budget for 2017 will be available for review at the November 2016 meeting.
Donald Umberger made the township aware of the fact that John Harrell was featured in an article that was in the Lancaster Farming Newspaper stating that John has been appointed a Director of the United Soybean Board and will be sworn in December 9th at their annual meeting in St. Louis.
Jim Caldwell gave an update on the progress of the Williams Pipeline Contract to say that he will present a draft agreement for review at the November’s meeting.
Jim Caldwell discussed the MS-4 waiver application which could include a cost of anywhere from $3,000.00 to and not to exceed $15,000.00. Along with the update Jim stated that he, Donald Umber and Jeanette Henning will meet with a representative from DEP on Thursday, October 20th at 10:00 AM to conduct a MS-4 Compliance Inspection. Dale Hoover moved to apply for the waiver and John Harrell seconded. Motion passed 3-0.
Jim Caldwell will prepare an agreement package which outlines the terms the Township has set forth in order to approve dedication of streets in phase one of Bachman Run. Jim is preparing a package of information for Servant Oasis.
Concerned Citizen Pam Bishop gave an update on the Sunoco Pipeline in which she used, “Roy vs Commonwealth” as an example of a ruling on eminent domain (private property). However the PA Supreme Court will need to make a ruling on eminent domain which is defined in case law. On the issue of pipeline being installed in South Annville Township, Pam Bishop stated that she “does not believe it is a done deal”.
Public Comments: John Kreiser expressed his concerns about the speeding that is taking place on Horseshoe Pike and route 934. The Supervisors agreed that speeding is a problem and asked Chief Sutcliffe to give some suggestions to curtail this problem. Chief Sutcliffe suggested that the South Annville Police Department conduct more traffic speeding details.
Peter Gluszko stated that in the state of Delaware they use a speeding device that is attached to poles, Chief Sutcliffe responded to this comment saying that that was not legal in the state of Pennsylvania siting that radar signs are allowed for advisory, but not for enforcement of speed.
Gorden Gerber had a comment about drivers using their cell phones and wanted to know if texting while driving was illegal. Chief Sutcliffe said that yes, texting while driving is illegal in the state of Pennsylvania.

Chester Horst moved and John Harrell seconded a motion to approve the Secretary’s Report. Motion passed 3-0.
Dale Hoover moved and Chester Horst seconded a motion to accept the Treasurer’s Report at the October meeting. Motion passed 3-0.
Galen Kaylor’s resignation from the audit board was noted. Dale Hoover moved to use two audit board members until the empty position is filled and John Harrell seconded. Motion passed 3-0. Chester Horst moved and Dale Hoover seconded a motion to accept Galen Kaylor’s resignation and have a letter of thanks/appreciation be sent to him for his 40+ years of service on the audit board.
Jim Caldwell reviewed the information on the Williams Pipeline Contract. The projected start date is the spring of 2017. This roadway project agreement will need further discussion.
Jim Caldwell also discussed the option to apply for a waiver for the MS4 permit which would allow the township to opt our of applying until the next permit date. Supervisors were very receptive to applying for waiver but tabled decision until next township meeting. Jim also recommended moving forward on the dedication of the streets at Bachman Run.
Dale Hoover made a motion to pay the application and training fee to PSATS for continuing education for the Township’s administrative assistant. John Harrell second the motion. Motion passed 3-0.
Stephanie Butler on behalf of the planning commission gave the Supervisors the commission’s approval of the Land Development Plan for Brent Copenhaver Dairy Operation. Dale Hoover moved and John Harrell seconded the motion to accept the plan. Motion passed 3-0.

Bids for marking 20.4 miles of Township streets were received. There were 2 bidders. Alpha Space Control Co. Inc. bid $27,994.00 and D.E. Gemmill, Inc. bid $21,153.30. Dale Hoover moved and Chester Horst seconded a motion to accept the Gemmill bid. Motion passed 2-0. Dale Hoover moved and Chester Horst seconded a motion to authorize Donald Umberger to sign the Gemmill-South Annville contract. Motion passed 2-0.
Jim Caldwell reported that Garman Builders would like to apply the final paving on Phase 1 of The Meadows at Bachman Run and complete widening of Reigerts Lane in 2016. Jim will be scheduling a walk thru with the contractor, prior to the paving.
Donald Umberger reported on a recent bridge inspection of the Killinger Road bridge. There has been some erosion on the east side of the bridge and some fill is required. This is considered a priority 1 designation. Umberger was instructed to pursue resolution of the problem.
The Supervisors have been providing leaf pickup for residents of Fink’s Development, Behney Development, Valley Estates, Spruce Street, Bricker Lane and Locust Lane. They have contracted with Annville Township to provide the service. A one time pickup was scheduled for the residents of The Meadows at Bachman Run and Old south Crossing as well. Dale Hoover moved and Chester Horst seconded a motion to continue the service in 2016. Motion passed 2-0.

The regular monthly meeting of the South Annville Township Board of Supervisors was held in the Community Building at 7:00 PM. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Donald Umberger, Jim Caldwell, Chief Ben Sutcliffe, Sgt. Dan Gibson, Ed Kreider, Ed Folelsanger, Stephanie Butler and others.
Chester Horst moved to approve the Secretary’s report, Dale Hoover seconded an motion was approved 3-0.
Chester Horst moved and John Harrell seconded a motion to accept the Treasurer’s report and motion passed 3-0.
Jim Caldwell reported that the paving of Meadow Lane and Mount Pleasant from 322 to Kreider’s Poultry Farm was complete.
Jim also reported that he, John Vanderhoff, Dale Hoover and Donald Umberger met to discuss the possible use of the Vander Homes sewage treatment plant to process a portion of the Township’s waste water. Basic agreement had been reached and Jim would be in touch with the Township solicitor to move further along on a draft agreement.
Jim further related the bid for pavement marking of the majority of the Township roads will be available in time for the Supervisors to open bids at the August meeting. Specifications require that the marking be complete by October 15, 2016.
John Harrell in his role as a member of the Lebanon County Farmland Preservation Board presented an Appreciation Plaque to South Annville Township for their level of support in 2016 as well as past years. As part of his presentation he noted that South Annville has more Farmland acres preserved than any other Lebanon County municipality.
Donald Umberger noted that one crossing guard had been secured for the upcoming school year but there was a need for a second. Chief Sutcliffe shared the name of a possible placement.
Communications are not yet to the point that the Administrative Assistant is able to do police work from her desk. The problem being that the police computer cannot communicate with the recently installed equipment. Chester Horst moved and Dale Hoover seconded a motion to purchase a new computer at a cost not to exceed $800.00. Motion passed 3-0. With the installation of this computer, communications should be optimum.

The regular monthly meeting of the South Annville Township Board of Supervisors was held at 7:00 PM in the Community Building. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Donald Umberger, Gordon Sheetz, Jim Caldwell, Chief Ben Sutcliffe, Sgt. Dan Gibson, Ed Kreider, Ed Fogelsanger and other.
Chester Horst moved and Dale Hoover seconded a motion to approve the Secretary’s report following a correction that approval of a waste storage facility was for Matthew Hoover rather than Caristone Farms. Motion passed 3-0.
Chester Horst moved and Dale Hoover seconded a motion to accept the Treasurer’s report. Motion passed 3-0.
Hoffer Paving has decided to appeal a recent decision by the South Annville Township Zoning Hearing Board. In order to avoid automatic approval of the appeal, the Township needs to file a “Motion to Intervene”. John Harrell moved to intervene, Chester Horst seconded the motion, motion passed 3-0.
Williams Pipeline would like to sign a Road Use Agreement with the Township. When contacted, the Township’s solicitor noted that her office was working with 2 other townships on Road Agreements with Williams. The Board decided to wait for the drafting of common agreement serving the 3 townships.
Dale Hoover announced that following the submittal of more than 80 resumes and quite a few interviews; the Township was ready to hire an Administrative Assistant to serve on a part time basis. Chester Horst moved and John Harrell second a motion to hire Jeanette Henning as a part-time Administrative Assistant. Motion passed 3-0.
Gordan Sheetz, Township Planning Commission Chairman presented a “lot addition” plan for Douglas Eiserman. Mr. Eiserman owns several separately deeded properties in the area of Diamond Drive. In an effort to straighten a property line, Mr. Eiserman proposed a small addition from lot 2 be added to lot 1. Dale Hoover moved and Chester Horst seconded approval of the addition. Motion passed 3-0.
Gordon next presented a subdivision plan for transfer of land from MFS to Crimped Connectors. the property is along SR422 and near the eastern border of the MFS tract. Dale Hoover moved and John Harrell seconded approval of the subdivision. Motion passed 3-0.
Jim Caldwell reported: the MS4 plan is ready for submittal with a Township signature. Dale Hoover moved and John Harrell seconded a motion authorizing Donald Umberger to sign the document. Motion passed 3-0. The 2016 paving project should become a reality shortly which is: paving Meadow Lane and a portion of Mt Pleasant Road.
The Township solicitor has drafted an agreement for the Township to collect waste water from residences in the Horseshoe Drive Development and transport them to Vander Homes Park for disposal. Donald Umberger was asked to set up a meeting of Dale Hoover, John Vanderfoff, Jim Caldwell and Donald Umberger to fine tune the agreement for future approval.
Ed Kreider was directed to seek a solution to a water puddle (of various sizes) that forms in the Township parking lot and at the Township mailbox.
The Barley Snyder law firm, which represented the Township at the Annville Investments Conditional Use Hearings, sent notice that it will not represent the Township if there is need for additional hearings. No reason was given for the withdrawal. The Palmyra Recreation Department sent “Thanks” for the recent use of a portion of Killinger Road and the co-operation of the Township Police in a recent “Fun Run”.

May 11, 2016
The regular monthly meeting of the South Annville Township Board of Supervisors was held in the Community Building at 7:00 PM. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Jim Caldwell, Donald Umberger, Chief Ben Sutcliffe, Sgt. Dan Gibson, Ed Kreider, Ed Fogelsanger and others.
Chester Horst moved and John Harrell seconded a motion to approve the Secretary’s report. Motion passed 3-0.
Chester Horst moved and Dale Hoover seconded a motion to accept the Treasurer’s report. Motion passed 3-0.
In an earlier action the Board had agreed to a completer detour of present Killinger Road, for a 7 to 10 day period as opposed to single lane traffic for 4 weeks, during construction of relocated Killinger Road. The Board is now informed that the complete detour could be of a longer duration. Weather will play a factor in the length of time which could be 3 weeks. The Board elected to stay with the full detour.
Ordinance 5-11-16 has been advertised for a hearing and possible adoption at this meeting. The ordinance would establish a 35 MPH speed limit on Mount Pleasant Road (TR429) from Louser Road north to SR422, and a 45 MPH speed limit on Mount Pleasant Road (TR429) from Louser Road south to SR322. Dale Hoover opened the hearing and there was no response. Chester Horst moved and Dale Hoover seconded a motion to close the hearing. Motion passed 3-0.
Dale Hoover placed adoption of ordinance 5-11-16 on the table for consideration. Again there was no discussion and Dale Hoover moved and Chester Horst seconded a motion to adopt ordinance 5-11-16. Motion passed 3-0.
Donald Umberger read a letter of resignation from Leroy Leach who was in the employ of South Annville Township since September 1975 and served the past 26 and 1/2 years as a crossing guard. Chester Horst moved and Dale Hoover seconded a motion to accept with regret Leroy’s resignation. Motion passed 3-0. Donald Umberger was asked to prepare a letter on the Board’s behalf.
Donald Umberger reviewed budget items form 2015 compared to a similar period in 2016. Current income is above and current expense below 2015.
Jim Caldwell brought the Board up to date on MS-4 activities and requirements. He touched on negotiations between their firm, Vander Homes and our act 537 study.
Donald Umberger reported that a waste storage facility for Matthew Hoover had been approved.
Chief Sutcliffe submitted his report as well as a State Police report.
Chester Horst moved and John Harrell seconded a motion to pay the bills and adjourn. Motion passed 3-0.
Dale Hoover announced the Board would be moving into Executive Session on a personnel matter and would not return to General Session.

April 13, 2016
The regular monthly meeting of the South Annville Board of Supervisors was held at 7:00 PM in the South Annville Community Building. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Donald Umberger, Jim Caldwell, Chief Ben Sutcliffe, Sgt. Dan Gibson, Ed Kreider, Ed Fogelsanger and others.
The Secretary’s report was approved as presented. Dale Hoover moved, Chester Horst seconded, approved 3-0. The Treasurer’s report was accepted as presented. John Harrell moved, Dale Hoover seconded, approved 3-0.
An inter-municipal agreement between North and South Annville was presented for consideration. By this agreement, both North and South Annville agree to share in any unreimbursed expenses in the operation of the traffic signal at the intersection of State route 422, Clear Spring Road and Killinger Road. Dale Hoover moved, Chester Horst seconded, motion passed 3-0.
A completed traffic study and Jim Caldwell’s approval prompted Dale Hoover to move that the Township solicitor prepare an ordinance reducing the speed limit on Mount Pleasant Road form Louser road to State Route 422. Chester Horst seconded the motion, motion passed 3-0.
The engineer’s report had Jim Caldwell requesting help in establishing projects for our MS-4 compliance. The Township is part of Lebanon County Clean Water Alliance. The alliance has received a grant which makes technical help available to the Township at no cost. The Supervisors approved the request and Jim and Don Umberger will meet with representatives.
The contractor for the relocation of Killinger Road gave a choice of options to the Township. If the contractor is allowed to close present Killinger for a week to 10 days when it comes time to connect the old to the new it would avoid perhaps a one month of single lane traffic on Killinger to accomplish the same goal. The closing would save time and would also save considerable money. The consensus was to close the road completely for the shorter period.
Chief Sutcliffe submitted the Township report as well as a State Police report.

March 9, 2016
The regular monthly meeting of the South Annville Township Board of Supervisors was held at the Community Building at 7:00 PM. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Donald Umberger, Jim Caldwell, Chief Ben Sutcliffe, Sgt. Dan Gibson, Ed Kreider, Ed Fogelsanger and others.
The meeting opened with a pledge to the Flag and a moment of silence.
Chester Horst moved and Dale Hoover seconded a motion to approve the Secretary’s report. Motion passed 3-0.
Chester Horst moved and John Harrell seconded a motion to accept the Treasurer’s report. Motion passed 3-0.
The treasurer presented a budget comparison year-to-date of 2015 to 2016. 2016 is slightly ahead in receipts and about equal in expenses; so a favorable comparison.
The engineer’s report included a bid opening for the 2016 major road project. Pennsy Supply, Handwerk and Highway Materials submitted bids. The project is overlaying all of Meadow Lane with 3” of bituminous concrete and resurfacing Mt Pleasant Road from SR322 to the entrance of Kreider Farms with 1 ½” of bituminous concrete. Pennsy Supply bid $243,483.82; Highway Materials bid $276,309.15 and Handwerk bid $265,776.03. John Harrell moved to award the bid to Pennsy Supply, Chester Horst seconded and motion passed 3-0.
Roadmaster Kreider expressed concern about line painting being a necessity in the Township. The secretary will determine what funds are available for the project and bidding will then take place.
Chairman Hoover opened a hearing on Ordinance 3-9-16 which is an ordinance authorizing the Township of North Annville and the Township of South Annville to enter into an agreement concerning the maintenance of a traffic signal.
The traffic signal will be at the intersection of SR422, TR Clear Spring Road and a relocated TR Killinger Road. The Supervisors have reviewed the proposed ordinance and there was no comment from the public. Chester Horst moved to close the hearing and Dale Hoover seconded. Motion passed 3-0.
Chairman Hoover next asked to vote on adoption of Ordinance 3-9-16. John Harrell moved for adoption, Chester Horst seconded and motion passed 3-0.
Police Chief Sutcliffe submitted his report. The Chief and Chester Horst reported on the purchase of 3 desks for the soon to be occupied newly renovated Township Office Building. The desks will be purchased from GDM in Myerstown for a cost of $1052.00
Chester Horst moved and Dale Hoover seconded a motion to pay the bills and adjourn. Chairman Hoover announced an executive session will be held following the general meeting on a personnel issue. The Board would not be coming back into general session.

The regular monthly meeting of the South Annville Board of Supervisors was held at the Community Building at 7:00 PM. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Donald Umberger, Gordon Sheetz, Ben Sutcliffe, Dan Gibson, Jim Caldwell, Ed Kreider, Ed Fogelsanger and others.
Chester Horst moved and Dale Hoover seconded a motion to approve the January minutes. Motion passed 3-0. Dale Hoover moved and Chester Horst seconded a motion to accept the Treasurer’s report. Motion passed 3-0.
Chad Smith of Steckbeck Engineering presented completed agreements for Phase II of the Meadows of Bachman Run Development. The agreements and plans have been reviewed by County Planning , the storm water engineer, Rettew Associates and solicitor Josele Cleary. All appears in order. Chester Horst moved and Dale Hoover seconded a motion to approve the plans and agreements. Motion passed 3-0. The plans will be signed, notarized and recorded.
A traffic maintenance agreement regarding operating expenses of a to be installed traffic light at the intersection of route 422, Clear Spring Road and relocated Killinger Road with North Annville Township was approved. Chester Horst motioned passage Dale Hoover seconded. Motion passed 3-0.
North Annville Township inquired about joining forces with South Annville in protesting location of pending pipeline installation. South Annville is on record with FERC about the location of the pipeline and consequently declined the North Annville overture.
Jim Caldwell reviewed the proposed road projects for South Annville in 2016. Plans call for application of a 3” wearing course on Meadow Lane for the full length and width of the road as well as a 1 ½” application of wearing course on Mount Pleasant Road from Route 322 to immediately past the entrance to Kreider’s poultry complex. Dale Hoover authorized Jim Caldwell to proceed with advertising the bid.
Jim was also contacted about commenting on a proposed driveway entrance to Route 322 from the MFS property. This property was presented to the Board as Lot # 3 of the MFS property. The subdivision will be purchased by 911 Rapid Response. The South Annville Township Planning Commission has approved the sub division, Jim Caldwell is comfortable with the proposed driveway and sub division. Chester Horst moved and Dale Hoover seconded a motion to approve Lot # 3. Motion passed 3-0.
There will be a bicycle road race in the Mount Gretna area on April 30 and May 1, 2016. The race will utilize a portion of roads located in the Township. Chief Sutcliffe has been in touch with the powers that be and all is a “Go”.
Receipts for 2016 are ahead of the same period in 2015 and expenses are about even. DEP announced that of the last inspection of over 150 municipal water systems in Pennsylvania all tested lead free. The annual County Used Tire Collection Drive will be held at the Expo Center on April 20, 2016.

The regular monthly meeting of the South Annville Township Board of Supervisors was held in the Community Building at 7:00 PM. Chairman Dale Hoover presided. Present were Dale Hoover, Chester Horst, John Harrell, Donald Umberger, Jim Caldwell, Chief Ben Sutcliff, Sgt. Dan Gibson, Ed Kreider, Ed Fogelsanger, David Sollenberger and residents or representatives.
The meeting opened with the Pledge of Allegiance and prayer.
Chester Horst moved and Dale Hoover seconded approval of the Secretary’s report as presented. Motion passed 3-0.

Chad Smith of Steckbeck Engineering presented a request on behalf of Garman Builders to extend the schedule of Phase II of The Meadows of Bachman Run completion schedule. Following his presentation, Chester Horst moved: I move that the Board of Supervisors approve the revision of the phasing schedule for The Meadows of Bachman Run to provide as follows:
There was no public comment but Supervisor Horst used the occasion to announce that the new South Annville website was now active and in use. While not complete, it is functional and if properly used will never be complete as activities and announcements are always in flux and changing.
Palmyra Recreation requested that Killinger Road be blocked from vehicular traffic on May 7, 2016 from 8:00 AM to 12:00 noon for the 11th Annual Run for the Children. South Annville has always cooperated in this event. Chief Sutcliffe OKed the closing. Chester Horst moved and Dale Hoover seconded granting permission for the closure. Motion passed 3-0.
Chief Sutcliffe was the point of contact for a request by the Annvlle-Cleona Track Team to use Township roads for the 3rd Annual Bunny Run on March 26, 2016 at 9:00 AM. The Run would not require any closing but would require some safe – keeping participation by the Township Police for about 1½ hours. The Chief signified his approval and Dale Hoover moved, Chester Horst seconded a granting of the request. Motion passed 3-0.
Jim Caldwell’s report noted the failure of the Brandt Road Relocation project to secure enough responses to a survey and thus cancelling the possibility of receiving a sizeable grant toward making the project a reality. Discussion followed and resulted in that an attempt will still be made to soften the curve on Brandt Road closest to the Palm City Park northeast entrance. The proposed paving projects now become resurfacing all of Meadow Lane and Mount Pleasant from 322 to at least the entrance to Kreider Farms Poultry. Jim will report back in February with estimates and bidding options.
Chief Sutcliffe submitted a December report as well as a year- end report.
