Board of Supervisors

2024 Board Members

GLRA Board of Directors

The  Greater Lebanon Refuse Authority (GLRA) Board comprises one representative from each municipality in Lebanon County's 26 municipalities.

The board of supervisors oversees the general governance of the township to ensure the health, safety, and welfare of township residents. The following excerpt from PSATS.org (Pennsylvania State Association of Township Supervisors) provides a good explanation of the role that the Board of Supervisors fulfills in the township: “Township residents elect supervisors to carry out the day-to-day responsibilities of improving their community. Township supervisors reflect the values of the people they serve. By design, the structure of township government is flexible. It allows supervisors to determine what services best meet the needs of their constituents. The board of supervisors is directly accessible to residents with no layers of bureaucracy in between. A board of three or five supervisors, elected at large for six-year terms, governs each township. As the township’s legislative body, this board enacts ordinances, adopts budgets, and levies taxes. Because there is no separately elected executive, except in some home rule townships, the supervisors also perform such functions as enforcing ordinances, approving expenditures, and hiring employees. Townships are the oldest form of organized government in the United States. Years ago, township supervisors were mainly in charge of maintaining roads and bridges. Today, their role has expanded to include public safety, land use, and environmental protection, among many other responsibilities. And as state and federal mandates increase, these public servants assume an ever greater role in meeting these demands while providing needed services and facilities for their residents.” This is an elected position with a six-year term. Every two years, one of the supervisor positions is up for election.

Zoning Hearing Board

The Zoning Hearing Board hears appeals on the validity of the Zoning Ordinance, Zoning Map, or any decision of the Zoning Officer. In addition, the board has the power to grant variances and special exceptions to the ordinance. This is a three-member, quasi-judicial board consisting of residents of the municipality who are not permitted to hold any other elected or appointed position. The Zoning Hearing Board must appoint its own solicitor (legal counsel) to assist in its deliberations, writing decisions, and appeals. The Township Solicitor is not permitted to be the Zoning Hearing Board Solicitor, since the opinions and decisions of the Zoning Hearing Board may differ from the views of the Supervisors. The Supervisors may, like any affected citizen, appeal a decision of the Zoning Hearing Board to the courts. Each member of the Zoning Hearing Board is appointed by the Board of Supervisors for a term of three years. Every year, one of the board members’ terms expires, or they are reappointed by the Board of Supervisors.
